The Federal Communications Commission recently published in the Federal Register a proposed rule that would limit the ability of banks, lenders, utilities, debt collectors and others to make calls to their customers’ cell phones. Since 1991 the Telephone Consumer Protection Act (TCPA) has restricted calls to cell phones under the do-not-call (DNC) rules, but these newly proposed restrictions would apply to any call to any cell phone.
